Tanner Day at the Maxwell School: The Future of Citizenship and Public Service Public service has been severely challenged by several long-term trends: declining public trust in government and low public esteem; political polarization, partisanship and incivility; negative press coverage; and greater direct political attack on government from different groups and institutions. Many observers have described public service as being in a state of crisis. In such a climate, how can the human capital for governing be secured and enriched? How can citizens across all sectors sustain and nurture their own commitments to public service? Exploring these questions, Tanner Day at Maxwell will begin with keynote remarks by Governor Whitman, delivered as part of the Tanner Lecture on Ethics, Citizenship, and Public Responsibility, a public forum for exploring questions about ethical citizenship in provocative and challenging ways. October 12, 2016. PARCC Conversations in Conflict Studies. Aaron Mwewa, Publisher and Parliamentary Editor and Mandela Washington Fellow in 2015. This study looks at the past 3 general elections in Zambia in terms of the voting patterns in trying to establish a strong case of how people have tended to vote for particular candidates on the basis of their tribes. The ethnic polarization exposed by the election results shows that there is so much hate, anger and negative dispositions among the people premised on ethnicity. In Africa, similar voting trends, led to deaths of millions of people in Burundi, Nigeria and Kenya. The discussion will explore some of the strategies which have been employed to address the problem which have been ineffective. Deborah Alexander '85 MSSc/'92 PhD(SSc) received the Maxwell School's Spirit of Public Service Award on April 2 in Washington, DC. The award for distinguished public service honors individuals whose leadership in public life epitomizes the highest ideals of the Maxwell School of Citizenship and Public Affairs. In receiving the award, Dr. Alexander said "There's probably not a day that goes by... whether I have been in Sierra Leone, Afghanistan, Macedonia, Washington, DC... that I have not thought about my work in Syracuse and my education at Maxwell. ...last fall I was in a small village called Gardez, Afghanistan, and in the crowd in front of me, as I'm walking through a marketplace, is a 13- or 14- year old and he has a Syracuse University-- Maxwell -- sweatshirt on. And I, I go running through this crowd -- here it is, this American woman running after, calling after him. And through his English and my very bad Pashto, he tells me that this is a sweatshirt from his uncle who went to Maxwell School. And so, again it was a reminder of even in Afghanistan, in a far southeast place, Maxwell was with me." Dr. Alexander served at the U.S. Department of State for 16 years, most recently as senior policy advisor, in a career that included assignments with USAID and the Department of Defense. She is a veteran of several conflict and stabilization missions -- most recently in Afghanistan; her expertise includes post-conflict elections & governance, stabilization, women's advancement, and civil-military relations. Dr. Alexander now serves as a senior subject matter expert & senior mentor with IDS International and the US Army's Joint Regional Training Center and their National Training Center. Using ICT to Enhance Governance in Indigenous Guatemalan Communities - YouTube Maxwell School of Syracuse University
Maxwell School, Peer to Peer Using ICT to Enhance Governance in Indigenous Guatemalan Communities Cesar Perez, Humphrey Fellow Patzún, Guatemala, with a 94% indigenous Maya Kaqchikel population and an economy based on agriculture and handicraft, started a technology program to address the digital divide while still maintaining its traditions. A “digital democracy zone” promoted transparency and citizen engagement and included a community computer center and free internet in the town’s public square. Because of this program, Patzún’s citizens and the local government were empowered through the use of ICT and ICT-based applications, which improved citizens’ quality of life and governance processes. In his presentation, Humphrey Fellow Cesar Perez discusses these innovative initiatives and their impact. Mr. Cesar L. Perez Carrera was most recently the Technology Program Officer at the International Republican Institute (IRI). He was responsible for building local technical capacity and facilitating access to innovative information and communications technology tools (ICTs) in order to improve public administration in Central America. Mr. Perez wishes to study technological issues confronting society, including effective strategies for dealing with business and government.
