October 12, 2016. PARCC Conversations in Conflict Studies. Aaron Mwewa, Publisher and Parliamentary Editor and Mandela Washington Fellow in 2015. This study looks at the past 3 general elections in Zambia in terms of the voting patterns in trying to establish a strong case of how people have tended to vote for particular candidates on the basis of their tribes. The ethnic polarization exposed by the election results shows that there is so much hate, anger and negative dispositions among the people premised on ethnicity. In Africa, similar voting trends, led to deaths of millions of people in Burundi, Nigeria and Kenya. The discussion will explore some of the strategies which have been employed to address the problem which have been ineffective. The Maxwell School’s Campbell Institute welcomed Robert Grenier — a 27-year veteran of the Central Intelligence Agency’s Clandestine Service and expert on the Middle East, South Asia, and counterterrorism — for its State of Democracy lecture "From Kandahar to Aleppo: Applying the Lessons of Afghanistan." Grenier is the author of “88 Days to Kandahar: A CIA Diary,” newly released in trade paperback. He was Chief of Station for Pakistan and Afghanistan during 9/11 and prepared the original war plan for U.S. military operations in Afghanistan. Grenier later organized and directed joint CIA/Special Forces teams that combined with Afghan militias to drive the Taliban and al-Qaeda from southern Afghanistan. Grenier also served as CIA's White House representative during the Iraq campaign, and later as Director of CIA's Counter Terrorism Center, responsible for all CIA counterterrorism operations around the globe. Deborah Alexander '85 MSSc/'92 PhD(SSc) received the Maxwell School's Spirit of Public Service Award on April 2 in Washington, DC. The award for distinguished public service honors individuals whose leadership in public life epitomizes the highest ideals of the Maxwell School of Citizenship and Public Affairs. In receiving the award, Dr. Alexander said "There's probably not a day that goes by... whether I have been in Sierra Leone, Afghanistan, Macedonia, Washington, DC... that I have not thought about my work in Syracuse and my education at Maxwell. ...last fall I was in a small village called Gardez, Afghanistan, and in the crowd in front of me, as I'm walking through a marketplace, is a 13- or 14- year old and he has a Syracuse University-- Maxwell -- sweatshirt on. And I, I go running through this crowd -- here it is, this American woman running after, calling after him. And through his English and my very bad Pashto, he tells me that this is a sweatshirt from his uncle who went to Maxwell School. And so, again it was a reminder of even in Afghanistan, in a far southeast place, Maxwell was with me." Dr. Alexander served at the U.S. Department of State for 16 years, most recently as senior policy advisor, in a career that included assignments with USAID and the Department of Defense. She is a veteran of several conflict and stabilization missions -- most recently in Afghanistan; her expertise includes post-conflict elections & governance, stabilization, women's advancement, and civil-military relations. Maxwell School, Peer to Peer Using ICT to Enhance Governance in Indigenous Guatemalan Communities Cesar Perez, Humphrey Fellow Patzún, Guatemala, with a 94% indigenous Maya Kaqchikel population and an economy based on agriculture and handicraft, started a technology program to address the digital divide while still maintaining its traditions. A “digital democracy zone” promoted transparency and citizen engagement and included a community computer center and free internet in the town’s public square. Because of this program, Patzún’s citizens and the local government were empowered through the use of ICT and ICT-based applications, which improved citizens’ quality of life and governance processes. In his presentation, Humphrey Fellow Cesar Perez discusses these innovative initiatives and their impact. Mr. Cesar L. Perez Carrera was most recently the Technology Program Officer at the International Republican Institute (IRI). He was responsible for building local technical capacity and facilitating access to innovative information and communications technology tools (ICTs) in order to improve public administration in Central America. Mr. Perez wishes to study technological issues confronting society, including effective strategies for dealing with business and government. September 13, 2017. PARCC Conversations in Conflict Studies Series. Margaret Susan Thompson, Associate Professor, History and Political Science, Syracuse University. This talk focuses on extensive and repeated examples in 19th-century conventual archives of sacraments being used by clerics—and sometimes by female superiors, as well—as weapons to control both the spirituality and the behavior of Catholic sisters. These nuns repeatedly experienced the sacraments—or, more accurately, the deprivation of sacraments—as instruments of power and control wielded by priests and hierarchs against vowed women who were considered to be deviant or insufficiently submissive. The intent is to analyze the phenomenon as more than just a collection of exceptional or arbitrary cases, but rather as systemic and oppressive behavior. What might appear as an aberrant example if the focus is on only one community can emerge as part of an important pattern by using a broader analytical lens. Resurgent authoritarianism and extreme nationalism have threatened free expression globally. On April 12, the Maxwell School hosted a three-part, interdisciplinary symposium that explored stories and strategies to address and challenge authoritarianism. The symposium featured participants from across the University as well as guests from Cornell and the U.S. State Department's Office of the Historian. This talk features Humphrey Fellow Floyd Douglas Nicolas B. Pichay reviewing images from the November 1913 National Geographic, featuring indigenous peoples of the Philippines. Using the colorized pictures from this edition as a reference point, Mr. Pichay offers a closer reading of the portraits in order to uncover other, possibly un/conscious meanings imbedded in the subjects’ depiction. In the process, he will refer to the shared history of American and the Philippines, expound on why then U.S. Secretary of the Interior, Dean C. Worcester, who wrote and caused the production and publication of these photographs, would go down in history as one of the most hated American Commonwealth administrators in the colony; and by way of conclusion, raise questions about identity, meaning, political power and authenticity in matters of legal and cultural representation. About the speaker: Floyd Douglas Nicolas B. Pichay was most recently head of the Senate Legislative Research Service of the Philippines, where he oversees a research team that conducts research, analysis, and technical assistance to the Philippine Senate and its President. He has also served as a lawyer and legal consultant and is also a published poet and playwright.
