
Maxwell School, Peer to Peer "Physicians' Rights and Health Sector Reform: the Case of Egypt" Aliaa Elsheikh, EMPA candidate Physicians in Egypt have suffered from low income and as a group tried unsuccessfully to advocate for better pay and working environment. In 2007 a group of physicians collaborated and started a movement, "Doctors without Rights." They organized demonstrations in an attempt to increase the pressure on the government to respond to their needs. At this time the Ministry of Health was undertaking a major health reform project, one aspect of which was addressing the human resource problem within the health care system. These measures were not well-received by the physicians. These tensions continued until the Egyptian revolution of January 2011. In May of that year physicians began their first strike to demand their rights for a better pay and work conditions. Since then the condition has moved between de-escalation and escalation with no resolution taking place or any constructive transformation of the conflict. Ms. Aliaa Elsheikh returns to the Maxwell School after being a CELF fellow in 2010, for an EMPA degree seeking to improve her understanding of health policy and healthcare delivery systems. Ms. Elsheikh graduated as a physician from Alexandria School of Medicine, Egypt. After graduation she moved to public health field where she earned a master degree and MD in public health and preventive and social medicine. Ms. Elsheikh most recently served as an assistant lecturer of public health in the Community Medicine Department at Alexandria Medical School in Egypt.
