
Es Licnachan, 2013-2014 Syracuse Humphrey Fellow The final Peer to Peer of the Fall 2013 semester explored the indigenous peoples of northern Philippines and the value of their perspectives. Ms. Es Licnachan, a 2013-2014 Syracuse Humphrey Fellow, spoke about how indigenous peoples struggle to have their voices heard on a variety of issues such as social justice and human rights; cultural integrity; and the right to self-governance. Ms. Licnachan comes to the Maxwell School from the Philippines, where she most recently served as Development Management Officer for the National Commission on Indigenous Peoples. She has a special interest in public policy analysis in relation to indigenous communities, and brought this knowledge to the Peer to Peer discussion.
